Dear Jack:

I would prefer the fact that I did not accept Rjback's visit not appear
in print for several reasons.
First, it was a limited action and I am not advocating it as a general
policy, and, in fact, I intend to accept the next otherwise qualified
soviet visitor.  This policy would require a more complete explanation
than I am prepared to formulate now.
Second, the Russians have gotten the word about Rjback.  I do not wish
to publicize anything that can be taken as a scientific declaration of
war.

I think your article would place less strain on SIGART if it were considerably
shorter, say about half its present length.

I notice that the view taken by the two Russians, Jack Cohen, and me, was not
represented in your article.  Namely, it is important not to break off all
contact and it is important to battle for human rights within the Soviet
Union at meetings like IJCAI4.  It would be a help if you would mention
that this view was expressed, and it would be even more helpful if you
would mention that it was the majority view both of the Russians and of the
international, primarily American attendence at the meeting.
